John Milloy was elected to the Ontario legislature in 2003 and re-elected in 2007. He was appointed Minister of Training, Colleges and Universities in 2007. In June 2009, he was also appointed as the Minister of Research and Innovation. He has previously served as the Parliamentary Assistant to the Minister of Intergovernmental Affairs.

Before becoming an MPP, Milloy was responsible for public affairs at the Centre for International Governance Innovation in Waterloo. He has worked for a series of provincial and federal politicians, including as Legislative Assistant to Prime Minister Jean Chrétien. A graduate of Carleton University and the London School of Economics, he received his doctorate in modern history from the University of Oxford where he was a Commonwealth Scholar.
